- Purpose and Scope
This document sets out the Anti-Money Laundering (AML) and Know Your Customer (KYC) policy applied by Hard Rock Casino to all accounts registered by players located in Canada. The policy is designed to meet obligations under applicable Canadian law, including the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), and to support the reporting and compliance requirements established by the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).
The policy applies to every account holder, regardless of account activity level or deposit history. Compliance with this policy is a condition for maintaining an active account and accessing any real-money functions on the platform.
- Legal Framework
Hard Rock Casino operates in accordance with Canadian federal AML legislation and applicable provincial requirements. The primary regulatory reference is the PCMLTFA, which governs reporting entities, including casino operators. FINTRAC serves as the federal financial intelligence unit responsible for receiving, analyzing, and disclosing financial information related to money laundering and terrorist financing.
Where provincial rules impose stricter standards than federal baseline requirements, the stricter standard applies. Players in all Canadian provinces are subject to this policy in full.
- Identity Verification - When It Is Required
Identity verification is required before a player may complete a withdrawal and may also be required at registration or at any point during account activity. Verification is triggered in the following circumstances, among others:
- Receipt of funds of CAD 3,000 or more in a single transaction
- Extension of credit of CAD 3,000 or more
- Foreign-currency exchange transactions of CAD 3,000 or more
- Cash or equivalent transactions of CAD 10,000 or more
- Any transaction identified as suspicious, regardless of amount
- Casino disbursements subject to FINTRAC reporting thresholds
- Large virtual currency transactions as defined under applicable guidance
Hard Rock Casino reserves the right to request identity verification at any time, including in response to account behavior that is inconsistent with a player’s stated profile or transaction history.
4. Acceptable Verification Documents
4.1 Proof of Identity
Players must submit a valid, government-issued photo identification document. Accepted documents include a passport, national identity card, or driver’s licence. The document must be current, legible, and show the player’s full legal name and date of birth.
4.2 Proof of Address
A document confirming the player’s residential address is required. Accepted documents include a utility bill, bank statement, or official government correspondence issued within the past three months. The document must display the player’s full name and current address.
4.3 Proof of Payment Method
Where required, the player must confirm ownership of the payment method used to fund the account. This may include a bank statement, a screenshot of an e-wallet account, or a copy of a payment card showing the player’s name.
All documents must be submitted in a readable format. Hard Rock Casino may request certified copies or additional documentation if submitted materials are unclear or insufficient.
- Source of Funds
In certain circumstances, Hard Rock Casino may request a declaration or supporting evidence of the source of funds used to fund an account. This requirement applies where transaction volumes, deposit patterns, or other indicators suggest a need for additional due diligence. Acceptable evidence may include recent payslips, tax returns, bank statements, or documentation of business or investment income.
Failure to provide satisfactory source-of-funds documentation may result in account restriction or closure.
- Screening Obligations
All accounts are subject to screening against sanctions lists, politically exposed persons (PEP) registers, and adverse media sources. This screening occurs at registration and on an ongoing basis throughout the account lifecycle. Where a match or potential match is identified, the account may be placed under enhanced due diligence review pending further assessment.
Hard Rock Casino does not accept accounts from individuals who are subject to applicable sanctions or who are identified as high-risk under internal or regulatory criteria.
- Transaction Monitoring
Hard Rock Casino applies ongoing transaction monitoring to all accounts. Monitoring is intended to detect patterns or behaviors that may indicate money laundering, terrorist financing, fraud, or other financial crime. Indicators that may trigger a review include, but are not limited to:
- Unusually large or frequent deposits relative to account history
- Rapid withdrawal of deposited funds without significant gameplay
- Use of multiple payment methods or mismatched funding sources
- Deposits or withdrawals inconsistent with a player’s stated occupation or income
- Structuring of transactions to remain below reporting thresholds
Where suspicious activity is identified, Hard Rock Casino is required to file a Suspicious Transaction Report (STR) with FINTRAC. Identity verification will be completed before filing where it has not already been obtained.
- Reporting to FINTRAC
Hard Rock Casino submits the following report types to FINTRAC as required by law:
- Large Cash Transaction Report: Cash receipt of CAD 10,000 or more in a single transaction or within 24 hours
- Casino Disbursement Report: Disbursement of CAD 10,000 or more, including identification of the ultimate beneficiary
- Suspicious Transaction Report: Any transaction, regardless of amount, where there are reasonable grounds to suspect money laundering or terrorist financing
- Large Virtual Currency Transaction Report: Virtual currency receipt of CAD 10,000 or more
Reports are submitted within the timeframes prescribed by FINTRAC guidance. Player information included in reports is handled in accordance with applicable privacy and data protection requirements.
- Player Obligations
Players are required to:
- Provide accurate and complete information at registration and upon request
- Submit verification documents promptly when requested
- Notify Hard Rock Casino of any material change to their personal or financial circumstances
- Refrain from using the account for any purpose that constitutes money laundering, fraud, or terrorist financing
Providing false, misleading, or incomplete information is a breach of this policy and may result in immediate account suspension, forfeiture of funds, and referral to relevant authorities.
- Account Restrictions and Closure
Hard Rock Casino may restrict, suspend, or close an account where:
- Verification documents are not provided within the required timeframe
- Submitted documents fail to meet the required standard
- Screening results indicate a sanctions match or elevated risk
- Transaction monitoring identifies activity that cannot be satisfactorily explained
- There is a reasonable suspicion of financial crime
Where an account is closed under this policy, any funds held may be withheld pending investigation or returned to the verified source of deposit, subject to applicable legal requirements.
- Record Retention
Hard Rock Casino retains records related to identity verification, transactions, and compliance reviews for a minimum period as required under the PCMLTFA and FINTRAC guidance. Records are stored securely and are accessible to regulatory authorities upon lawful request.
- Contact
Players with questions about this policy or the verification process may contact the Hard Rock Casino compliance team through the support channels listed on the official website. Requests related to document submission should include the account reference number and a description of the documents being provided.
